Fixed VerdictPopover dismissal: Details/research callbacks close the popover before opening the next layer, inline popovers are singleton across mounted chips, and outside click/Escape dismiss the active popover. Added en/ru/uk localized strings for Details and Counter-fact plus component tests for close behavior. Patch: ~/Downloads/POPFIX-120.patch. Tests attempted with npx tsx but the extracted archive has no package.json/node_modules, so react/jsdom dependencies were unavailable.
